What does it mean to unlock a phone?

An unlocked cell phone can operate on any wireless network, so long as it has compatible technology.

  • Customers were angry at carriers for inflexible cell phone contracts, amongst other issues

What cell phones are unlocked in Canada?

According to the CRTC Wireless Code, after December 2017, all new cell phones must be sold unlocked in Canada.

Older cell phones purchased before the Wireless Code was changed may still be locked to a specific carrier, even if those phones aren’t in use anymore. They should have come with a sticker on the packaging containing an unlock code and instructions.

To quickly test whether a cell phone is locked, try this:

  • Swap out your SIM card with a different one
  • If the phone is locked, you will get a prompt to enter an unlock code
  • Contact the carrier the phone is currently on, and ask for them to unlock it

As of now, most Google phones (such as the Pixel) are sold unlocked, as are most iPhones. Samsung, Motorola, LG, and Sony phones are all sold unlocked.

What you need to unlock your cell phone in Canada

To unlock a cell phone in Canada, you will need your IMEI number, a SIM card from a new wireless carrier, and your account information.

  • IMEI code: Get your phone’s unique 15-digit code by dialing *#06# into your phone’s keypad
  • SIM card: You’ll need a SIM card from the wireless provider you plan on joining so your phone can communicate with its network
  • Account information: Provide all account information to your new service provider so they can get your unlocked phone up and running

How to confirm if an iPhone is unlocked

The process to confirm if an iPhone is unlocked depends on which operating system the device uses – an iPhone operating on iOS 13 or lower, or a device with iOS 14 or higher.

For an iPhone using iOS 13 or lower, do the following:

  • Ask carrier to unlock it
  • Backup data on the device
  • Restore iPhone to factory settings

For an iPhone using iOS 14 or higher, do the following:

  • Go to "Settings"
  • Tap "About"
  • Tap "Carrier Lock"
  • If it says "no SIM restrictions", that means the phone is already unlocked
  • If the device is still locked, contact the carrier to get it unlocked

However you get your iPhone unlocked, you’ll need the following:

  • Account holder name
  • Account holder’s security passcode
  • Device’s current assigned phone number

How to confirm if an Android phone is unlocked

To unlock an Android phone, you can contact the carrier the phone is currently locked to, or you can see if the device is already unlocked.

To determine if your Android phone is already unlocked:

  • Tap on "Settings"
  • Tap "Network"
  • Tap "Network Operators"
  • If you’re able to connect to a different network, this means the phone is already unlocked
  • Swap in a SIM card from a different carrier – if it works, the phone is unlocked

Unlocking a phone you didn’t buy from a wireless carrier

If you buy a used cell phone from a third party re-seller (such as Best Buy, Amazon, etc), they won’t be able to unlock a locked phone for you – you can try taking it to the carrier it was with last, or go to a third-party unlocking service.

Nowadays, most phones bought from manufacturers are unlocked. Google’s Pixel and Nexus phones are factory unlocked, as are most Apple devices bought outright from 2018 onwards. If you buy a pre-2018 iPhone, it may be locked – you may need to get it unlocked by the carrier the device is tied to.

If you buy a used cell phone from a private seller, insist it is unlocked upon purchase. If it is locked, you may have trouble getting a carrier to unlock it, as you aren’t the original owner. If this is the case, you may have to go to a third-party unlocking service.

How much does it cost to unlock a phone?

By law, carriers are mandated to unlock your cell phone for free, or come with instructions on the device’s packaging.

After the Wireless Code was updated in late 2017, customers are entitled to have a device unlocked at their request.

Can you unlock your phone to any network?

An unlocked phone can be used on any wireless network, so long as it is compatible with network technology.

Any Apple or Android device with 4G LTE capability will function on any network. Older 3G phones likely won’t work on today’s current wireless networks.

When people had to pay $50 or so to unlock their phones, not too many questions were asked and you promptly get to the part where the agent asks "how would you like to pay today". Now they want to know everything about you and the phone history and they still will not unlock the phone for you.

I upgraded my Bell Canada work phone so I needed to unlock my old phone for personal use on Chatr. My first mistake was calling from my work number, the rep told me because it’s on a corporate plan I had to call my work to have it unlocked. I then called Bellfrom my landline and told them I bought a second hand phone from Craigslist, this rep told it was already unlocked, it wasn’t. I called a third time and told them that my SIM wasn’t supported so the phone actually told me to call Bell to have it unlocked. This 3rd rep says they’ll send me a code in 4-6 hrs to unlock my phone. I’m still waiting but it looks like I’m good now.

If you look around you can get unlocked devices, for example my Koodo network phone was unlocked when I bought it. Most carriers realize now they will only have to unlock later down the line so it saves time and effort to provide it in an unlocked state to begin with. It is possible to buy unlock codes online not expensie, but do your own research and try to use a service that specializes in your type of cell phone.

I have a Bell company provided iPhone 6 Plus that I will be replacing. I would like to unlock the iPhone 6 Plus and Bell says it will cost me $50 to do so as the free unlocking only extends to consumer phones and not business phones. When I read the CRTC pronouncement I do not see any differentiation between consumer and business/corporate phones.

According to The Wireless Code, the service only extends to "individual and small business customers," which they define elsewhere as a business "whose average monthly telecommunications bill is under $2,500"

If your business is larger than this, your phone wouldn't be eligible for the free unlocking.

Hello Stephen, I thoroughly enjoy my subscription to your website. Thank You! Here's my experience with unlocking a Telus iPhone 4s. I tried the number you posted but was informed that there was an HOUR wait. The Telus website help wanted me to log in with an account which I don't have since I'm not with them, (I'm with Speakout 7eleven which I found to be the cheapest, plus their prepaid plan is good for a year). So I tried the Telus Chat; What a difference... my phone was unlocked almost instantly at their end. All they needed was the IMEI number which you get by typing *#06#. And they sent me an email with other info. I might need. All done within 2 minutes, if you can type faster than my 2 finger typing, you'll probably be done in under a minute. I think this blog missed situations where you may have got the phone replaced from manufacturer under warranty and neither the manufacturer nor carrier is able to help to get the unlock code as now it will be new IMEI number for replaced device. I am in loop since 2017 for an LGG4 device bought from freedom mobile and neither able to find the device unlock code after talking hours on phone. The issue still remains unresolved. Can CRTC help in this matter?

Hi, How do you know the network of a certain mobile phone? I bought one from ebay canada and forgot to checked if the phone is unlocked. When it arrived I used my Local Sim Card but the phone was asking for a code. There were services in ebay to unlocked my phone but I do not know the network of the phone, can anyone help me? I checked out the link you provider but the phone I'm trying to unlock doesn't have a number yet & the only way I could see to validate was via a phone number. If I had the phone working with a number why would I need to unlock or validate still. Thanks anyways.

I bought a phone from Freedom Mobile and another from Bell Mobility in March of this year. Both phones were locked because when I switched the sims, neither would work. I don't recall a message for an unlock code but all they would do was turn on and no cell signal from the carriers. I went to each carrier's web site and registered my self. Then I used their tools to get an unlock code and unlocked both phones. All this to say that even with the new wireless code from the CRTC, you may still get a locked phone from a carrier. The difference is that you can now go to the carrier's web site and use the tool they have to get the unlock code for your phone, whereas before you would have to jump through hoops and pay for this service. Martin Lai, once the phone is unlocked then you never need to unlock it again no matter how many carriers you connect to in the future. Louis Carter, you can google cell phone dealers/retailers in your city and call them to help you unlock your phone. In Toronto, there are many small retailers that will do it for less than $10 I think (no personal experience but I have asked these stores, and I also have friends who have had it done).

I am new to the cell phone usage & locking/unlocking, I was told that I only need to unlock my used cell once when switching carrier. I.e. if my phone was originally locked to carrier 1, then I need the unlocking code from carrier 1 to switching to carrier 2. But if switch from carrier 2 to carrier 3 later, then the phone is already unlocked and I don't need to unlock again. is this correct?

Hi, I just got back from trying to unlock this Samsung S3 and I was told by virgin that there is an outstanding bill for this phone so they're REFUSING to unlock it unless the balance is payed. Are they allowed to do this, as I thought it was illegal for them to refuse to unlock a phone. Thank you for your help, and the guy at Fido said he has never heard of a request denial to unlock a phone. They were extremely rude NOT FIDO HE WAS GREAT) but virgin was awfully rude.

Previously if a mobile was lost or stolen, the owner at least had the comfort that it was basically useless to the thief (if a Blackberry) or would cost a thief money to unlock (if any other brand),

This was a timely article as I just upgraded my phone from an old Nokia to a Samsung J3. I am one of those people who do not spend a lot of time on their cell phone and as such I have always had a pay as you go plan. The 2 cheapest plans that I could find were the Petro Canada plan and the 7- Eleven plan. If you are just using your phone for making the odd call and text, then the 7 - Eleven plan would be better as you can buy $25 in time and it can last up to a year (based on usage). If you use a little data now and again, then the Petro Canada Plan may be better. $25 dollars at Petro Canada only lasts 3 months (again dependent on usage) but that includes data as well so you do not have to buy a separate data plan like you do with 7 - Eleven. My old phone was not very good for data and based on my usages, at $25 for 3 months i would always have time left over that got rolled forward. My new phone is much better suited for data and apps and so I may use it for that purpose occasionally. As such I stuck with my Petro Canada Plan. My phone came with the unlock key written on the box but when I put the sim chip in I discovered that it was already unlocked.

Those plans are definitely the best if you're a light user or can do most of your usage of wi-fi and use VoIP calling.

It's great that people won't have to working about this whole locking fiasco now when buying and selling phones and when they want to switch plans.

My mom bought me a used iPhone for 400 she did a imei check for 20 all came up clean. We went to activate and found out it’s locked to bell and has a outstanding bill so the say they will blacklist it in a months time. We explained to them what steps she took to avoid being duped and they were uncooperative now she is stuck with a 400 paperweight. Is there a way to use bell unlock tool hen not a customer?

I used Zoomer Wireless when I bought my grandson a talk and text phone..no internet and it was a $16 a month plan. If you know of anyone who would like to buy this phone I have it for sale for $50 because my grandson is old enough to have internet now so I bought him a new one. One wrinkle - Bell (I am not sure about other carriers) has said they will only unlock phone for current or former cellular customers. Since I have never used Bell as a carrier, I cannot buy a used phone that was lock to Bell, and then have Bell unlock it for free. Ya, that's an issue. I suggested a few workarounds in the FAQ above. Worst case scenario is you activate it on a Bell prepaid plan so you are technically a "customer". Probably more hassle than it's worth though.

Or just find somebody who IS a Bell customer and get them to do it for you :)

In the past I used various internet resources ($) to unlock, but I was quite surprized last month when I bought a new cellphone from Koodo and they sold it to me unlocked. I guess they don't care about having to expend the resources to unlock it later for free. In haven't actually checked it - I am using it on the Koodo (Telus) network, but this is what the sales lady told me. BTW, I did but it using Tab, so I still owe them some money for the phone.
